Power Rationale (I)
Solutions for the PRD Power Problem
[June 28, 2004] - The Pearl River Delta is the manufacturing center of the world and accounts for 30% of China's exports. Much of the manufacturing is done in Industrial Parks or Technology Zones by companies from Hong Kong, Japan, Taiwan and Korea.
The region has been experiencing large shortages of electricity generation and the manufacturing plants have been subjected to power interruptions for several days a week. These interruptions are a severe economic hardship for these companies.
Packaged generation units could be installed in the industrial parks for captive use in a time period that is much shorter than building large generation units that would sell to the local grids. Contracts with the local grid would not be needed and the parks would have a secure supply of electricity and not be dependent on the grid.
Land would be provided by the industrial park and the investment for the generation plant would be made by some or all of the companies that wanted to use the electricity.
IPPF can facilitate this process using its experience and leadership in the industry to secure the proper equipment, structure the deal, evaluate the economic feasibility, arrange the engineering and construction services, secure fuel supplies, recommend and coordinate financing for the projects.
